Sir James Haldane Stewart Lockhart (1858-1932), was born in 1858 in Ardsheal, Argyllshire. He was educated at Watson's College, Edinburgh, and at Edinburgh University. He left the university without graduating to join the Colonial Office as a Hong Kong cadet in 1878. In 1902 he was appointed first civil commissioner of Weihaiwei, in north-east China.
He was made Colonial Secretary 1895-1902 and in 1898 was Special Commissioner to Inspect and Report on the Extension of the Colony of Hong Kong. He was awarded the CMG [?] in 1898 and in 1911 the Coronation medal. He was knighted in 1908. He retired in 1921. His collections were given to George Watson's College in Edinburgh, his old school, in 1967 by his daughter Mary (Mrs Betty Joel), a noted interior designer
