Copy of Signature for a Commission under the Great Seal in favour of Charles, Marquis of Tweedale, John, Earl of Sutherland, David, Earl of Buchan, Patrick, Earl of Marchmont, James, Earl of Bute, Henry, Earl of Delorain, the Honourable Mr. Charles Arskine, brother german of the Earl of Buchan, Mr. John Haldane of Gleneagles and Mr. Thomas Kennedy, advocate, empowering them (1) to recommend learned and legally qualified ministers for vacant parishes in the patronage of the crown, (2) to prepare a full and impartial account of the interests and circumstances of the papists and non-jurors in Scotland, (3) to prepare a report on the state of the Highlands, with their opinion as to the best method for reducing it to such a state of tranquility as is necessary for the preservation of the peace and the execution of the laws, (4) to report on such expedients as they think most proper for employing and maintaining the poor of Scotland, (5) to consider and report on the most effectual means of repairing the highways of Scotland and of making the rivers navigable so as to render effectual the encouragement granted by Act of Parliament for the importation of naval stores out of Scotland into England, and (6) to recommend the most proper methods for laying out and distributing the sums appointed by the 15th article of the Act of Union for the encouragement and promotion of the manufacture of coarse wool within the Scottish shires which produce the same.
