Under the new two-tier system of local government introduced in 1975, planning became a shared responsibility between the regional and district councils, and a source of much dissatisfaction: the regions had the responsibility for strategic planning, while the districts dealt with local needs, and the two often came into conflict. The Department of Planning and Building Control, coming into being under the City of Aberdeen District Council (succeeding the Town Council's Planning Department), dealt with maintenance of listed buildings, control of the Green Belt, permission for temporary flags, banners and installations, and planning permission: by the 1990s more than half the department?s time was taken up with building warrants and applications for planning permission. In 1996, with new local authority structures now in place after the reform brought about by the Local Government etc (Scotland) Act 1994 (c.39), it became the Planning and Strategic Development Department of Aberdeen City Council.
