The Parochial Board of Edinburgh was constituted on 30 September 1845 following the Poor Law Amendment Act of the same year. It assumed responsibility for the charity Workhouse at Bristo Port and for the raising of annual assessments, the Poor Rate, previously undertaken by the City. The work of the Board included the administration of the Poorhouse and the provision of outdoor relief, medical aid and hospital accommodation for the poor and lunatic poor of the City. Its activities were monitored by a Board of Supervision responsible to the Secretary of State. In 1870 a new Poorhouse was opened at Craiglockhart to serve the poor of the City (SL9). Several Committees established by the Board supervised its financial jurisdictional and administrative responsibilities in accordance with the 1845 Act. In 1894 the Parochial Board was incorporated into the Edinburgh Parish Council (SL14) which assumed the responsibility for Poor Law administration. At the same time the Board of Supervision was replaced by the Local Government Board, which in turn was succeeded by the Board of Health 1919. Following the Local Government (Scotland) Act 1929, responsibility for the Poor passed to the newly created County and Town Councils until the passing of the National Assistance Act 1948.
