The Edinburgh Toddlers Playcentres Association (ETPA) had its origins in the Edinburgh Voluntary Health Visitors Association co-founded by Bailie Mrs E Somerville. This in turn became the Voluntary Health Workers scheme of the Public Health Department. Their stated aim according to the original constitution was the welfare of children under school age and a cornerstone of that aim had always been the provision of toddlers' playgrounds. At an Executive Committee meeting in June 1967 it was agreed to change the name from the Voluntary Health Workers to the Edinburgh Toddlers' Playcentres Association as the latter better reflected their aims.
