The Parochial Board of St Cuthbert's Parish was constituted on 30 January 1846 following the Poor Law Amendment Act 1845. The Board assumed responsibility for the raising of an annual assessment, the Poor Rate, and for the administration of the Workhouse in St Cuthbert's Lane. The Board was responsible to a Board of Supervision under the Secretary of State, which assented to its combination with the Canongate Parochial Board on 22 February 1873. The joint Board continued in its work of providing out-door relief, medical aid, hospital accommodation and the administration of the Poorhouse which was moved to Craigleith in 1868. The several committees established by the Board and combination reflect its financial, jurisdictional and administrative responsibilities.
In 1894 the St Cuthbert's Combination was incorporated into Edinburgh Parish Council (SL14) as the administrative body for the Poor Law. Supervision of its activities passed to the Local Government Board (1894) and the Board of Health (1919). Following the Local Government (Scotland) Act 1929 responsibility for the Poor passed to the newly created County and Town Councils until the coming of the Welfare State 1948.
